Issues <br />The current pathway system is a good start. But it lacks some important elements that will take it to <br />the next level. These are the types of elements that come with time and public support and demand <br />for a complete network. Developing a master plan is an important initial step in identifying the <br />issues that can provide the City with a complete pathway network. After studying the existing <br />conditions of Roseville and outlining goals for a pathway network the Pathway Advisory Committee <br />defined these issues as most relevant to Roseville. <br />A. S afety <br />• Improve transportation facilities for children, senior citizens, people with disabilities, <br />pedestrians, bicyclists, students within school walking areas, all light traffic. <br />• Design pathway facilities that can provide a safe alternative to the school busing program. <br />• Encourage the use of traffic calming at intersections and along boulevards especially on the <br />arterial roadways. <br />B) Connectivity <br />• Improve the ability to safely travel from one location to the next <br />• Provide linkages between major destinations <br />• Extend system to connect to all dead-end pathways <br />• Develop pathway networks that relate to our neighboring community's pathways <br />Overcome barriers that deter pathway use <br />0 Highway 36, Snelling Avenue, Interstate 35W, arterials <br />0 Narrow bridge decks and underpasses <br />0 Poorly defined crosswalks at intersections <br />0 Intersections designed and engineered for vehicles not young children or senior citizens <br />0 Traffic lights timed for vehicles not senior citizen and children <br />C) Regional Links <br />Expand pathway opportunities to the larger metropolitan area. <br />Create linkages to State trail facilities. <br />Utilize existing vehicular corridors to regional parks and pathways. <br />Redesign regional corridors to provide for pathway facilities. <br />D) Maintenance <br />• Increase funding equipment and personnel to maintain a growing pathway network. <br />• Meet the needs of a demanding public. <br />• Reconstruct existing facilities that don't meet the current standards (mostly in parks). <br />• Redefine the pathway management program for maintenance and operations. <br />E) Aesthetics <br />• Unify public design elements (i.e. signs, gateways, landscaping, lighting, and parking). <br />City of Roseville Pathway Master Plan <br />Final Review Draft August 2008 , Page 1 5 of 39 <br />
