City Build�ing Official <br />Mr. Mun�son summarized h�is in�splelct,ion comment's, pirovideld in <br />writ�in�g in memorandum form dated December 12,, 2,006 and <br />entitled, "Welst�wood village l I - Exterior Insplection," as plartl of thel <br />staff relplortl dated December 19, 2,006. Mr. Munson, along with <br />B,uil�din�g Inspector Gerry ProuIx, in�splelct�eld the l overall con�dit�ion of <br />the l eight bluil�din�gs and their oplin�ion t'h�at, the l sidin�g and fascia, <br />along with windows, were l in a state of disreplair, and had outlived <br />their useful life l explectancy. <br />Councilmember Punt l questioned the l sufficieln�cy of the l fin�din�gs <br />regarding the l median income of the l com�pil�elx; the l number of <br />surveys returned; and in�com�pil�elt�el in�formmat�ion as to the l make l up, <br />of fam�il�iels or sizes of fam�il�iels to make l an adequate l income <br />determination related to need. Councilmember Punt l oplin�eld thatl <br />the l insufficiency of this data t,o-date l caused her to question� <br />whether this could be deemed an apipiropiriat�el use of plubll�ic funds; <br />whine l con�currin�g t'h�at, the l work needed to be done; and <br />relcogn�izin�g the l difficulty in oblt�ain�in�g pirivat�el financing. <br />Councilmember Punt, however, further oplin�eld that l a definitel <br />determination, based on the l HRA relcom mmeln�dat,ion�, needed to be <br />made l as to whether there l were l n�o ot'h�elr pirivat,el market l to makel <br />a l�oan�, rather than use of plubll ic m�on iels.
