<br />Woods Project
<br />Dear City Council Members,:
<br />As a developer in 1988 , 1 had an option to purchase the commercial site at the corner of
<br />Lextin ton and Woodhill Dr. I believe that at the time I was told by the developer that the
<br />project was contingent on the city agreeing to allow a cul-de-sac at the Western end of Cty.
<br />Rd C-2 from Lexington and not allowing C-2 to be connected as was, Ramsey Counties, Plan. The
<br />reason given to me was that in order to sell the homes, on that stretch of road, they needed
<br />it in order to be able to sell the homes,.
<br />I am a resident at 1,21,0 Josephine Rd., so this project is extremely important to me and
<br />others, that will have traffic diverted to Fern wood and Josephine Rd. I tried to get an copy
<br />of the Development Agreement for that project and was, told that I would have to wait for the
<br />City Attorney to review the agreement. That in itself rais,es, red flags,!
<br />I just wanted to find out what time period the city agreed upon and why they are not truthful
<br />on this matter. If I am wrong, then show me the agreement or any side agreement with the
<br />Developer or George Reiling and I will be s,atis,fied.
<br />I have also asked for the traffic report and the methodology that was used to take the
<br />traffic counts,.. It was, done in January, when it was, cold and snowy and not at the peak times,
<br />in the summer when traffic doubles,. I would like to have the firm that did traffic studies,
<br />for me to review this report and the methods, used to do the study to see if it was the
<br />correct and best way to do the study and if it gave good res,ults,. So far no one on Josephine
<br />Rd has received and copy that they asked for and neither have I. This makes, me very
<br />s,us,picious,. In the Planning
<br />Commission meeting some of the comments, from those who live on C-2 that opening, C-2 was, sure
<br />to bring injury to children was a little bit of theater. Obviously the same is true for the
<br />resident in the Fern wood and Josephine neighborhoods,. The answer is simple. Put a three way
<br />stop at the top of the hill on C-2 with through traffic going west on C-2.
<br />All of this may be mute if it can be proven that the City made an agreement for a period of
<br />time not to open up C-2 as was, the intent when C-2 was, first constructed.
<br />Another thing I will ask the council is how in the world did Josephine Rd be designated a
<br />connector road. The City required that sidewalks, be put in on a narrow 2 lane road and now it
<br />is smaller with little parking or ability to get to our mail boxes,. Traffic backs, up all the
<br />way to Fern wood. Also because of the side walk that no one wanted there are many walkers,
<br />that use year round. Also the neighborhoods, to the south of C-2 use Fern wood and other
<br />streets, to walk to the Lake There are no side walks, on C-2 and it is much wider. This could
<br />be because of an agreement that would not allow C-2 to be extened. I would like to have the
<br />information that I requested before the next Council meeting on March 25th.
<br />This proces,s, is moving to fast and I would ask for this to be taken off the March 25th agenda
<br />and discussed at the April 11th agenda to give us, more time to collect and review the above
<br />information.
