'*I%c 'Ile Final PUD Narrative <br />icosevi <br />The Cent ventures hotel development Final PUD application will be consistent with the Roseville <br />Comprehensive Land Use Plan., Twin Lakes Master Development Plan., conditionally approved General <br />Concept PUD }city design principals, AUAR, and the Twin Lakes Area Cost Allocation Study. <br />The current city comprehensive land use plan and Twin Lakes Business Park Faster Plan designates the <br />area as "'BP"' (Mixed Use Business Park) . -The uses envisioned under this use category include lodging as <br />a support service to the surrounding area as defined in the city's land use designation for mixed use <br />Business Park. This is consistent with the staff recommendation for approval dated 12/17/07 section 5. <br />The Final PUD submission meets the requirements of the conditional Concept PUD approval dated <br />12/19/07. The changes in the final PUD are not significant, but focus on the conditions stipulated in the <br />General Concept Planned Unit Development approval letter dated December 19, 2007. Cent Ventures <br />agrees to these conditions and has/ will achieve these conditions as part of the final development plan <br />approval. <br />The concept PUD document specifies that certain road improvements and dedications occur as part of <br />the final. PUD development plan. These improvements include a temporary full access on the east side of <br />the site. to Mount Ridge Road that will be. upgraded to a permanent fall access within 6 months of the of <br />the completion of the Mount R.id.ge road improvement This upgrade will be done either independently <br />or as part of a future development plan including the northerly adjacent parcel. In addition, the Mount <br />Ridge Road access paint will function within the minimum spacing guidelines designated for the Twin <br />Lakes development area or as approved by the city engineer. The median on Cleveland Avenue will be <br />extended 100" and will be formally reviewed and approved by the city and county engineer; However, <br />the existing right -in /right -out access will be allowed to remain but will not be located within any turn <br />lanes or transitions to tarn lanes. <br />Cent ventures is creating a building concept and pad envelope in the final PUD that will meet the <br />requirements for the Twin La -kes development area and the. cities design principles. This includes <br />changes from the General Concept PUD that include reversing the building elevations so the public <br />areas, such as the pool building and fire pit, face the interior of the site leaving the sleeping room <br />exterior walls to be located as close as possible to the Twin Lakes Right of way accomplishing the goals <br />of the Urban Design Principles. The building pad envelope is also repositioned to be 5' from the south <br />property line, 100' from the north property line, at least 1.00' from the east property line and 10 feet <br />from the west property fine. The Plat will also be submitted to the Roseville Park and Recreation- <br />commission for their formal review and approval. <br />
