Rs&spvl� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date: June 9, 2005 <br />Item No.: 7j <br />j <br />City Manager Approval <br />Item Description: Vacancies on the Ethics, Human Rights and Public Works, Environment <br />and Transportation Commissions <br />BACKGROUND <br />In the past month Mike Schneider resigned from the Ethics Commission, Pam Bosch resigned <br />from the Human Rights Commission and Randy Neprash resigned from the Public Works, <br />Environment and Transportation Commission. <br />Commissioners are appointed to three year terms and are eligible to serve up to two consecutive <br />full terms. When a person resigns mid -term the City Council appoints someone to fill the term. <br />Mike Schneider's term expires March 31, 2009. <br />Randy Neprash's term expires March 31, 2009. <br />Although Pam Bosch's term is set to expire in 2009, staff asks that the vacancy be extended to <br />2010. <br />When the City Council reduced the size of the commission from 10 to 7, term expirations were <br />not considered so four commissioners' terms expire in 2009 and only one expires in 2010. <br />Having evenly staggered terms prevents high turnover and allows for continuity of a <br />commission's work. <br />REQUESTED COUNCIL ACTION <br />Extend vacancy for the HRC to March 31, 2010; and, <br />Direct staff to advertise for applications to serve on the three commissions, with applications due <br />to the City by July 9.
