POLICY OBJECTIVE <br />The City goals Within the Comprehensive Plan are to protect and improve property values (Goal 3, 4, <br />and 5; page 6 and, Section 3) and to adhere to performance standards Which protect the integrity of the <br />housing units and the neighborhood (Policy 6, page S, Section 3). <br />FINANCIAL IlviracTs <br />City Abatement: <br />An abatement would encompass the following: <br />• Hire a contractor to oversee all work. <br />• Impound any unlicensed vehicles. <br />• Contractor to rent equipment for heavy lifting. <br />• Contractor to order dumpsters and portable storage containers. <br />• Contractor to hire workers to remove outside storage. <br />• Workers to dispose of junk and debris into dumpsters (and photograph items). <br />• Workers to place items of value into containers (and photograph items). <br />• Containers to be stored off site for a specified period. Owner has the right to reclaim <br />them, or items would be disposed of <br />• All costs, including staff time, charged to the property owner. <br />As there have been no quotes at this time it is only possible to estimate the financial cost to the property <br />owner. It Will also depend on how long the vehicles and storage containers remain stored. The <br />estimated cost of this work is from $4,000.00 to $18,000.00. In the short term, costs of the abatement <br />will be paid out of the HRA budget, which has allocated $100,000 for abatement activities. The <br />property owner will then be billed for actual and administrative costs. If charges are not paid, staff is to <br />recover costs as specified in Section 407.07B. Costs will be reported to Council following the <br />abatement. <br />STAFF RECOMMENDATION <br />Staff recommends that the Council direct Community Development staff to abate the above referenced <br />public nuisance violations at 2112 Dale Street by hiring a general contractor to remove all junk, debris <br />outside storage and unlicensed vehicles from the property and to store items of value for the property <br />owner to reclaim. If not reclaimed, items to be disposed of. <br />REQUESTED COUNCIL ACTION <br />Direct Community Development staff to abate the above referenced public nuisance violations at 2112 <br />Dale Street by hiring a general contractor to remove all junk, debris outside storage and unlicensed <br />vehicles from the property and to store items of value for the property owner to reclaim.
