Fire Department
Section 1
Executive Summary -Top Priorities
This plan contains over 150 action items to guide the strategic direction of the fire department.
The items listed below represent the department's highest priorities toward ensuring our ability
to provide quality emergency services to the citizens of Roseville.
These items are listed in priority order.
Priority #1: DAYTIME STAFFING: Address daytime staffing shortages and
inconsistencies by continuing to transition toward combination
staffing (full -time and part - time). Hire additional full -time
firefighter/EMTs for weekday staffing.
Priority #2: SUPERVISION: Address training and supervision challenges by
hiring an additional full -time shift supervisor to provide consistent
supervision and on -shift training for evening and weekend shift
personnel.
Priority #3: STAFF DEVELOPMENT: Address training and development of
part -time firefighters to prepare them for future leadership
opportunities.
Priority #4: FIREFIGHTER PAY & BENEFITS: Ensure the department's ability
to hire and retain quality firefighters by ensuring the pay and benefits
for part -time firefighters is appropriate and the fire department
becomes, and remains, a competitive employer.
Priority #5: ADMINISTRATIVE SUPPORT: Address administrative staffing
deficiencies by implement a step progression to transition the fire
department's administrative assistant from one part -time position, to
two part -time positions, and eventually into one full -time position.
Priority #5: FIRE STATION LOCATIONS: Maximize the department's response
efficiency and effectiveness by evaluating the challenges and
opportunities of relocating and reducing the number of fire stations
and, subsequently, the number of fire apparatus needed to serve the
city.
15
