Priority #7: COST RECOVERY: Develop a program to recover operating costs <br />by billing responsible parties for services provided, in compliance <br />with applicable statutes. <br />Section 2 <br />Introduction <br />Acknowledgments <br />This strategic plan represents hundreds of hours of effort by the members of the Roseville Fire <br />Department since its inception. When the plan Was developed in 1999 it Was the first time in the <br />history of the Department that the members had been involved to this degree in setting the <br />strategic direction of the Department and the first time the Department has documented its <br />priorities and vision of the future. This plan has been used to guide the Department's operations <br />on a continual basis. The plan was updated to reflect new trends in providing emergency <br />services. A debt of gratitude is extended to all the firefighters who proudly and heroically serve <br />the residents, businesses and visitors of Roseville. This document is dedicated to helping all of <br />us achieve the best we can be for those we serve. <br />We would also like to acknowledge and thank Roseville's elected leadership, our Mayor and <br />Council, for supporting the fire department as we strive to be the best provider of emergency <br />services in the State of Minnesota. We would also like to thank City Manager, Neal Beets, for <br />the wisdom and insight he has shared with our department over the past four years. <br />Many fire department members were involved the creation of our strategic plan. Some wrote <br />portions of the plan while others reviewed and provided feedback on the plan. It is with grateful <br />appreciation that we acknowledge the following members of our team who had the opportunity <br />to participate in the process (in alphabetical order): <br />
