AP 3.9 Consider moving Fire Administration back into a fire station Where employees can have <br />easier access to department managers. As an alternative, continue frequent visits to the fire <br />stations after calls to ensure open communications with employees. PRIORITY 2. <br />AP 3.10 The Training Division will develop and implement an 8-hour supervisory training <br />program for new supervisors. Class topics may include a variety of management and leadership <br />issues as well as a review of department policies and procedures and expectations for <br />supervisors. PRIORITY 2. <br />AP 3.11 Develop a way to give employees more access to FIRE WIRE possibly including <br />special section on FIRE WIRE to enable employees to post on. PRIORITY 3. <br />Empowerment of employees <br />Empowerment is a transfer of authority and responsibility to employees for making, enacting, <br />and justifying (independent) decisions, within the guidelines of the Roseville Fire Department. <br />These actions are done without fear of reprisal to successfully perform their respective <br />assignments. The following questions serve to guide the empowerment process: <br />• Is it the right thing for the customer? <br />• Is it the right thing for our department? <br />• Is it legal, ethical, and nice? <br />• Is it safe? <br />• Is it on your organizational level? <br />• Is it something you are willing to be accountable for? <br />• Is it consistent with our department's values and policies? <br />If the answer is yes to all of these questions, don't ask for permission, you are empowered! <br />JUST DO IT! <br />The Roseville Fire Department wants to have empowered employees that provide excellent <br />service to all the customers we serve. The department has gone through an era where employees <br />were discouraged from utilizing their decision - making power through subtle and sometimes <br />overt upper - management decisions. Divergent approaches using micro - management and /or <br />laissez -faire management have led to the feeling among some employees that they are not <br />empowered. Our community directly benefits when empowered employees make decisions <br />immediately rather than after successfully negotiating layers of approvals. Authority must be <br />given to employees who are responsible and accountable for their duties. The administration <br />must continue to carry the message that our employees have the authority and responsibility to <br />perform their duties. <br />Objectives <br />Continue to develop and implement programs to educate employees on the merits of <br />empowerment and encourage employees to practice organizational empowerment. <br />25 <br />
