Section 4
Benchmarking Professionalism
The broad category of professionalism relates to goals that focus on increasing the expectations
of ourselves and improving the performance of our members, ultimately improving the
performance of the entire department. The goals in this category include accreditation, Insurance
Services organization's (ISO) public protection classification rating, National Fire Protection
Association national standards, occupational Safety and Health Administration (OSHA)
requirements, customer service, and response times. Some of the performance measures in this
section are under development.
Accreditation
The fire department has evaluated and implemented portions of national accreditation standards.
However, pursuit of full accreditation by the Commission of Fire Accreditation International
would require a commitment of additional personnel and financial resources.
ISO rating
The City of Roseville currently enjoys an ISO Fire Protection Class 3 rating. ISO (Insurance
Services organization) is an independent agency that rates the fire protection of a community.
The fire department constitutes 60% of the rating and the water supply is 40 %. It will be our goal
to maintain our current rating, and in the future, to upgrade our rating to a Class 2. It is
estimated by the ISO that the insurance cost saving to commercial, industrial and retail property
owners would be significant (estimated by ISO to be 2 -3% of premiums) for the City's estimated
$1.6 billion in building and contents valuation. of all the fire organizations rated by ISO, only
seven - tenths of one percent earn a Class 2 rating. This equates to 307 fire departments of a total
of 43,940 graded departments nationwide.
Objective
• Develop and implement policies and programs to maintain our current ISO Class 3
Rating on our next scheduled evaluation.
Action Plan
AP 4.1 Coordinate all areas of the fire department in preparation for our next scheduled ISO
evaluation, ensuring all documentation required by the ISO is complete and orderly. PRIORITY
2.
33
