62 6.2 A motor coach is a bus -like motor home with many amenities and comforts. These 63 vehicles are self - sufficient (including cooking, sleeping, toilet, and shower facilities) and 64 should not be confused with a camper. 65 6.3 The Highcrest Park parking lot (surrounding the building) will be utilized as a 66 staging /holding area. This lot will begin use on July 11 for early arrivals. Depending on 67 motor coach arrival, some may be parked overnight and directed the next day (July 12) to 68 the Fair Grounds. Those families that arrive on Saturday for Sunday parking slots, will 69 also be parked overnight on the Highcrest campus. 70 71 6.4 It is anticipated that approximately 250 coaches will utilize this lot over the July l ltn 72 weekend. Sunday, July 13th is the final day of family motor coach parking and the last 73 day of use of the Meritex site. Registration has been a bit lower than expected and as 74 such FMCA does not anticipate any large amount of motor coach staging at any time. 75 Further, as of the printing of this report FMCA plans to close down the holding area on 76 Sunday, July 13 at 5 p.m. 77 78 0.5 Signs directing participants to the Meritex site for staging /holding, from the Mertiex site 79 to the Fair Grounds, and from Highway 30 and Snelling Avenue to the Fairgrounds will 80 be placed at the following intersections within Roseville (walnut at Highcrest Road, 81 Terminal Road, Terminal Road at Cleveland Avenue, Cleveland Avenue at Fairview 82 Avenue, and 2 at Highway 30 at Snelling Avenue). These signs will be placed at these 83 locations on either July 10 or July 11. 84 85 0.0 The signs will direct participants accordingly, so that those in the holding area will be 80 directed to the Fair Grounds with signs stating FMCA Caravans. Please see attached 87 map and signs for details. 88 89 0.7 Placement of the temporary signs must be placed outside the Traffic Visibility Triangle at 90 each of the designated locations. The Planning Division will assist FMCA with this 91 requirement closer to the convention date. 92 93 7 STAFF RECOMMENDATION 94 7.1 Based on the information and comments detailed in Sections 4, 5, and 0 of this report, the 95 Planning Division recommends approval of the requested INTERIM USE PERMIT, subject 90 to the following conditions: 97 98 a Staging, holding, and/or overnight stays of motor coach vehicles shall be allowed 99 on the Highcrest site from July 11 thru July 13, 2008, and parked in the 101 100 parking spaces identified on the attached map. 101 102 b Signs shall be placed at the prescribed locations and with the perscribed language 103 as identified in the attachment dated May 5, 2008. 104 105 c All signs shall be removed on or before July 19, 2008.
