21 4 BACKGROUND <br />22 4.1 Meritex Enterprises owns and manages the large multi - tenant building at Walnut Street <br />23 and Terminal Road, referred to as Highcrest Park. This property and the vacant <br />24 triangular piece located east across Walnut Street have a zoning of General Industrial (I- <br />25 2) and a Comprehensive Plan designation of Industrial (I). <br />26 <br />27 4.2 The FMCA desires to utilize the Highcrest Park parking lot as a staging area for families <br />28 attending the convention and directing families from Interstate 35W to the Highcrest <br />29 property and from the Highcrest site to the Minnesota State Fair grounds via temporary <br />30 signs placed at 6 specific intersections in Roseville. <br />31 <br />32 4.3 Such a use (temporary parking of motor coaches) maybe deemed a permitted use within <br />33 the I -2 Zone. However, to adequately address this use and the temporary placement of <br />34 directional signs (prohibited under the Sign Regulations section of the City Code) an <br />35 INTERIM USE PERMIT is required. <br />36 <br />37 5 INTERIM USE PERMIT APPLICATIONS <br />38 5.1 Section 10 12.09 (Interim Uses) of the City Code establishes the regulations pertaining to <br />39 INTERIM USE PERMITS. <br />40 <br />41 a. Section 1012.09A states: The City Council may authorize an Interim use of <br />42 property. Interim rises may y riot be consistent with the land rises designated on the <br />43 adopted Land Use Plan. They y rya, y also fall to meet all of the zoning standards <br />44 established for the district within which it Is located. <br />45 <br />40 b. Section 1012.09B states: The City Council may attach conditions to Interim Use <br />47 Permits. In reviewing Interim use Permit applications, the City will establish a <br />48 specific date or event that will terminate the use on the property. The Council will <br />49 also determine that the approval of the Interim use world not result In adverse <br />50 effects on the public health, safety, and general welfare, and that It will not <br />51 Impose additional costs on the public if it Is necessary for the public to tale the <br />52 property In the future. <br />53 <br />54 6 STAFF COMMENTS <br />55 0.1 The IUP request is prompted by the FMCA Annual Convention and their desire to have a <br />50 holding area and temporary directional signage within Roseville. Although the Planning <br />57 Division can find nothing in the Industrial Districts requirements that would specifically <br />58 prohibit the staging or holding of motor coach vehicles on a temporary basis, the <br />59 determination was made that it would be in the best interest of Meritex Enterprises, <br />00 FMCA, and the City to require an INTERIM USE PERMIT. <br />of <br />PF08- 021_RCA_061608.doc Page 2 of 5 <br />
