4.0 SITE CHARACTERISTICSIDEVELOPMENT PROPOSAL <br />4.1 The property, located at 2570 Cleveland Avenue, is the former old Dominion Freight <br />Lines site. Lot 1, Block 1, Twin Lakes Addition has been created for the park and ride <br />facility. The subject 1.2 acre lot lies adjacent to the undeveloped Iona Lane (north) and <br />the undeveloped Mount Ridge Road (east). <br />4.2 The 4 -level park and ride facility will be approximately 45 feet in height at its highest <br />point (elevator /stair towers) and will have a 34,500 square foot footprint. Exterior <br />materials will include colored burnished CMU blocks, bronze toned anodized aluminum <br />perforated and corrugated panels, and bronze toned curtain wall system with clear <br />glazing. The burnished block would wrap the structure and cover the tower. The <br />aluminum panels would span floor to floor to create a clean appearance to the building <br />and minimize the appearance of a typical parking structure. <br />4.3 The Twin Lakes Urban Design Principles encourages reduced setbacks to create a sense <br />of "street life" and 64 walkability " , and in keeping with this theme the Metro Transit <br />proposal includes a 10 -foot front yard setback adjacent to Iona Lane and an approximate <br />20 -foot corner side yard setback adjacent to Mount Ridge Road. All other setbacks <br />achieve the B -0 requirement. <br />4.4 The General Concept proposal indicated that Metro Transit would be responsible for the <br />full cost of improving Iona Lane. However, the improvement of Iona Lane will benefit <br />other properties in Twin Lakes, mainly the PIK and old Dominion properties. As a <br />result, the improvement of Iona Lane has been included in the "Infrastructure <br />Improvements for the Twin Lakes AUAR Area- Final Report" to more fairly distribute <br />the improvement /benefit cost. Based on the revised traffic calculation, Metro Transit <br />cost allocation for street infrastructure costs is $1,597,921.00. <br />4.5 Due to regulations for Metro Transit `s funding sources and the need to ensure that Iona <br />Lane is constructed to serve the Park and Ride Facility, Metro Transit will need to <br />construct Iona Lane and the associated utility infrastructure as part of their project. <br />Therefore, the City will need to give Metro Transit a credit in the amount of the <br />construction costs of the road and utility infrastructure. The method of credit and the <br />amount of the credit will be addressed in the Inter - Agency Agreement between the City <br />of Roseville and Metro Transit that is expected to be in front of the City Council in <br />January 2009. It is currently estimated that the cost of construction of the road project is <br />in the range of $425,000 to $475,000. <br />4.0 The proposal includes a temporary access to the park and ride facility from old <br />Dominion's existing Cleveland Avenue access. Buses would access the parcel and travel <br />northeast to the park and ride facility to a temporary passenger loading area along the <br />west side of the facility. Buses would then exit on to Iona Lane and then proceed to <br />Cleveland Avenue. <br />4.7 The temporary access would be in place until such time as Mount Ridge Road (from <br />County Road C2 to Twin Lakes Parkway) and Twin Lakes Parkway (from Cleveland <br />Avenue to Mount Ridge Road) is constructed. The Public Works and Community <br />Development Department's are hopeful that the City's public improvement project for <br />infrastructure improvements related to Mount Ridge Road and Twin Lakes Parkway can <br />be completed on the same schedule as the Metro Transit park and ride facility in order to <br />PF08- 023_RCA_FinalDevelopment_121508 (3).doc <br />Page 2 of 4 <br />
