eliminate the temporary use of the Cleveland Avenue Access and potential signal at Iona <br />Lane and Cleveland Avenue. <br />5.0 PROPERTY REZONING <br />5.1 The Roseville City Council approved the rezoning of the Metro Transit lot from I -2, <br />General Industrial to PUD, Planned Unit Development with an underlying zoning of B -0, <br />Mixed -Use Business Park on October 13, 2008. The Planning Division will prepare the <br />final Ordinance for publication upon the final approval of the Final Development Planned <br />Unit Development and Agreement. <br />6.0 PROJECT SPECIFICS /COMMENTS /CONDITIONS <br />0.1 Final Development PUD: On December 4, 2008, the Development Review Committee <br />(DRC} reviewed the Final Development proposal by Metro Transit, determining it to be <br />consistent with the General Concept approval /conditions of October 13, 2008. <br />0.2 The DRC offers the following comment and conditions: <br />a. Use: The park and ride facility is currently designed to handle those commuters that <br />desire transit service to downtown Saint Paul or Minneapolis. Staff will continue to <br />work with Metro Transit on incorporating other transit options such as reverse <br />commute as Twin Lakes builds out. <br />b. Structure: The 4 -level park and ride facility will be approximately 45 feet in height <br />at its highest point (elevator /stair towers) and will have an approximate 34,500 square <br />foot footprint. Exterior materials being discussed are colored burnished CMU blocks, <br />bronze toned anodized aluminum perforated and corrugated panels, and bronze toned <br />curtain wall system with clear glazing. The burnished block would wrap the structure <br />and cover the tower. The aluminum panels would span floor to floor to create a clean <br />appearance to the building and minimize the appearance of a typical parking <br />structure. <br />c. Setbacks: The Metro Transit proposal includes a 10 -foot front yard setback adjacent <br />to Iona Lane and an approximate 20 -foot corner side yard setback adjacent to Mount <br />Ridge Road. All other setbacks achieve the B -0 requirement. The DRC supports the <br />setback proposal as being consistent with the broader Urban Design Principles to <br />encourage reduced setbacks and create a sense of "street life" and "walkability" . <br />d. Access: Temporary access ma jj be provided from the existing Old Dominion <br />Cleveland Avenue access and a left turn onto Cleveland Avenue via the improved <br />Iona Lane. City Staff supports this proposal, however if a connection to Twin Lakes <br />Parkway via Mount Ridge Road is not constructed it may be necessary to construct a <br />temporary signal light at Iona Lane and Cleveland Avenue to accommodate the <br />volume of left turns anticipated by this redevelopment. City Staff continues to pursue <br />plans to improve Mount Ridge Road and Twin Lakes Parkway, which if in place prior <br />to the opening of the park and ride facility will eliminate the need for temporary <br />access. <br />e.
