f. Pathways and Sidewalks: Pedestrian friendliness and walkability are two necessary <br />components within the Twin Lakes Redevelopment Area. AS such, the proposal will <br />include installation of a sidewalk within the Iona Lane right -of -way (from Cleveland <br />Avenue to Mount Ridge Road). <br />g. Roads: In November 2008 SRF Consulting Group, Inc. completed an update of the <br />original traffic study used for "Infrastructure Improvements for the Twin Lakes <br />AUAR Area- Final Report" . This revised study indicated the park and ride facility <br />will contribute 1,052 network trips to the adjacent roadways, which correlates into a <br />required contribution to the Twin Lakes Infrastructure of $1,597,92 1.00 or $1,519 per <br />network trip. Metro Transit is using Federal Urban Partnership Agreement (UPA) <br />grant funds to construct this project. The infrastructure cost participation will require <br />an interagency agreement that will fully define Metro Transit's obligation to <br />contribute to the infrastructure costs and the City's obligation to construct the <br />infrastructure within the timeframe of the UPA grant. There will also be other <br />Federal Project conditions included in the City's specifications for construction. <br />h. Storm water: The proposal indicates an underground storm water management <br />system west of the park and ride structure. The final storm water management plan <br />must meet the approval of the City Engineer and the Rice Creek Watershed. The plan <br />has received conditional approval form the Rice Creek Watershed. <br />i. Sewer and Water: The water service for this structure will be provided from an <br />existing municipal lines that lies within Iona Lane. The sanitary sewer will be <br />provided through the construction of a sanitary sewer main along Mount Ridge Road. <br />The cost for this sanitary sewer extension will be paid for by Met Council. <br />j.
