Attachment C <br />NARRATIVE FOR FINAL PUD APPLICATION <br />TWIN LAKES PARK AND RIDE FACILITY <br />DECEMBER 3, 2008 <br />Introduction <br />This narrative is in support of the Final PUD Application and Plan attached to this application. The narrative <br />addresses, among other items, the questions posed in the City's Planned Unit Development (PUD) <br />Application, Rezoning Application, and the requirement of City Code Section 1008.01, which outlines <br />procedures for processing a PUD Application. <br />The site of the proposed park and ride facility is located at 2750 Cleveland Avenue, currently the Old <br />Dominion Freight Line property. Several factors influenced the feasibility of a park and ride facility at this <br />site: increased mass transit ridership in recent years; the need to supplement the successful Rosedale <br />Shopping Center park and ride facility; and recently allocated funds from the Urban Partnership Agreement <br />(UPA) totaling $133 million for three park and ride sites in the metropolitan area, with Roseville being one of <br />the chosen sites based on access to the 1 -35W corridor. <br />Existina conditions <br />The 4.9 -acre site, owned by Old Dominion, is currently used as a parking and storage facility. The site will <br />be subdivided to create a separate 1.31 -acre lot for the proposed park and ride facility. The topography of <br />the property is relatively flat; however, the property's elevation increases gradually as one travels from crest <br />to east. The existing site includes paved and gravel parking areas, surrounded by a chain link fence. The <br />existing building, which had previously been used as a freight handling facility, will be removed prior to <br />construction of the proposed park and ride facility. <br />The Turin Lakes Master Plan shags the alignment of the new Turin Lakes Parkway to the south of the <br />property, Mount Ridge Road to the east, and Iona Lane to the north. All three roadways are unimproved at <br />this time. Iona Land will be constructed by Metro Transit as part of the parking ramp construction. Existing <br />site access is gained by driveway curb cut on Cleveland Avenue at the western side of the property. <br />Proposal <br />Metro Transit proposes a 489 -stall park and ride facility, to be used by bus passengers traveling to <br />downtown Minneapolis from surrounding communities and from within Roseville. The park and ride facility <br />would reduce congestion on highways and side streets and assist in the reduction of collective demand for <br />parking spaces in downtown Minneapolis. <br />From a design perspective, the four -level park and ride facility would feature parking stalls to accommodate <br />489 vehicles, bus pullout space on Iona Lane for passenger loading, a heated waiting area, and one <br />elevator to provide vertical circulation throughout the facility. <br />Bus and passenger access would be provided via Iona Lane, while patrons would exit the facility on Iona <br />Lane or Mount Ridge Road. Improvements to Iona Lane would be constructed by Metro Transit on behalf of <br />the City, to serve the park and ride facility. Iona Lane would be a tiro -lane roadway with sidewalks on bath <br />the north and south sides of the street. The south sidewalk would lead to the park and ride facility from <br />Cleveland Avenue, crest of the site.
