access to the park and ride facility would be provided from Cleveland Avenue south of Iona Lane and would <br />pass by the west side of the park and ride facility and exit onto Iona Lane. <br />The facility would be in conformance with ADA standards, providing 90- degree parking spaces sized at 8 <br />feet, 8 inches by 18 feet. All drive aisles would be 24 feet in width. <br />Zoning ordinance and application criteria for Rezoning and Concept PUD consistency with the <br />Comprehensive Plan and Proposed Zoning <br />The City of Roseville Comprehensive Plan (adopted 2001), as well as the draft 2939 Comprehensive Plan <br />(June 2008) depicts a proposed 2939 land use designation of Business Park (BP) for the property on which <br />the park and ride facility would be located. The Business Park designation includes transit facilities as an <br />allowed use. <br />The proposed facility site is guided Industrial (I) in the City's Comprehensive Plan and zoned General <br />Industrial (I -2). The request is to rezone the site from General Industrial (I -2) to Planned Business Park (B- <br />8), in order to conform to the City's Comprehensive Plan. A PUD is requested as necessary under B -8 <br />zoning for a parking facility, as well as achieving flexibility with site design. <br />The proposed park and ride facility, as a transit use, is consistent with the City's Comprehensive Plan, as <br />well as the overall Twin Lakes Master Plan. However, flexibility regarding building setbacks is required; a <br />29 -foot setback on Mount Ridge Road and a 10-foot setback on Iona Lane is proposed. The B -8 zoning <br />category requires 30-foot side yard and front yard setbacks. The proposed plan would comply with all other <br />B -8 requirements. <br />Compatibility with surrounding uses <br />The proposed 489 -stall park and ride facility would be located east of Cleveland Avenue and the County <br />Road C exit and entrance ramps to Interstate 35W. A one -story office /warehouse building constructed <br />under a previous commercial redevelopment project is located north of the proposed site. Surrounding <br />properties to the south and west consist of existing industrial buildings anticipated to be redeveloped as <br />part of the Twin Lakes Master Plan. <br />Staging schedule of development <br />The Sketch Plan was submitted to the City in May of 2998 and the City Council reviewed the plan on June <br />9, 2998. Construction is planned to start following the Final PUD and Building Permit approval. It is <br />estimated that construction would start in early 2999, with the park and ride facility opening in December of <br />2999. <br />Summary <br />The proposed rezoning to B-6/PUD and flexibility with required setbacks is in conformance with the City's <br />Comprehensive Plan and Twin Lakes Master Plan. <br />• The addition of a park and ride facility would increase the vitality and desirability for redevelopment <br />opportunities of parcels adjacent to the park and ride facility. <br />• As recent studies have shown, it is anticipated that the demand for public transit will increase in the <br />coming years, due to a number of factors including increasing fuel prices.
