Cities are not required to seek bids each year, so staff requested quotes from the <br /> 4 newspapers for 2011 and 2012. Although the City may not designate a newspaper for more than one <br /> 5 calendar year, we requested the information for two years to reduce staff work and to allow the City to <br /> 6 project costs. <br /> 7 <br /> 8 The City requested information from the Pioneer Press, Roseville Review and Star Tribune.
