EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE * * * * * * * * * * * * * Pursuant to due call and notice thereof, a meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota was duly held on the 10th day of February, 1997 at 6:30 P.M. The following members were present: Goedeke, Wiski, Maschka, Mastel, and Wall, and the following were absent: None. Member Maschka introduced the following resolution and moved its adoption: RESOLUTION NO. 9381 RESOLUTION RESPONDING TO ELWYN SANDS PETITION OF JANUARY 27, 1997 REQUESTING PREPARATION OF ENVIRONMENTAL ASSESSMENT WORKSHEETS ON CENTRE POINTE AND TWIN LAKES WHEREAS, the City of Roseville places a high priority on environmental protection, and WHEREAS, the City's current comprehensive plan, as amended, provides direction regarding changes in land uses, and WHEREAS, the City has adopted and implemented state mandated shore land protection requirements, and WHEREAS, the City has reviewed the petition and the background materials and has already published (January 27, 1997) an EA W for the proposal on the Centre Pointe site which is currently being circulated for comment on that EA W. The City hereby makes the following findings of fact: 1. The Minnesota Environmental Quality Board (EQB) has determined that the City of Roseville is the Responsible Government Unit (RGU) for the Centre Pointe and Twin Lakes areas located in Roseville, based on Minnesota Rules 4410.0500 and because the city has the greatest degree of authority over the projects in question. 2. The City as RGU perfonned an Environmental Assessment Worksheet for the Centre Pointe project in December, 1985. 1
