3 June 1981 <br />PLANKING REPORT <br />CASE NUMBER: 1314 -51 <br />APPLICANT: Saint Paul Suburban Bus cpany <br />LOCATION: Westerly Side of Partridge Road <br />ACTION REQUESTED: Approval of Special Use Permit for <br />Bus Garage <br />PILANNING CONSIDERATIONS <br />1. About two and one --half years ago the city of Roseville allowed the Saint <br />Paul Suburban Bus Company, as represented by Donald Regan, to operate <br />a temporary bus storage and garage facility on the westerly portion (rear) <br />of the Mr. Print building on the west side of bong Lake Road ( just north of <br />the Metz Baking company property) . That permit rare frcm the fall of 1978 <br />to the fall of 1979, at which time he requested an extension of an additional <br />year so as to allow time to seek a pezmnent site. By last fail, he was <br />negotiating for a site in Roseville, at which- time he requested are <br />ordinance change so as to allow bus garage and maintenance facilities as <br />a Special Use in the 1-2 District, and negotiated with the City for <br />additional time to develop a new site ( the one now in question) . The city <br />in the meantime has. been urging him to proceed inasmuch as the original two <br />year permit has long expired <br />2. The current proposal involves a 2.94 acne site upon which he proposes to <br />develop a bus garage and parking facilities for 80 buses outside and 61 car <br />parking spaces. In previous discussions with the applicant's architect, <br />we have expressed concern about the inadequacy of the site from several <br />standpoints. F i.r s tly , the site has an acute triangular shape making it <br />difficult for the efficient use of the land, for bus and car parking ( see <br />attached site plan) . Though the original plans contemplated parking for <br />100 buses outside (plus those inside the building) the current plan <br />accommodates 80 buses, some of which are stacked one behind the other. <br />Parking spaces for the drivers and employees consists of 61 spaces, which <br />would appear to be inadequate for 80 buses. They indicate, however , that <br />some of the drivers carpool and that therefore the 61 parking spaces are <br />adequate. The city Ordinance does not have a specific requirement for bus <br />garages but the ordinance states that for those uses not specif Ycal ly <br />listed, the council shall determine whether adequate parking is available <br />for the use proposed on the site. The Planning Commission and Council may <br />wish to question Mr. Regan regarding the adequacy of the parking provisions <br />on the site plan. <br />3. Another significant problem with the site is that the access of the bus <br />parking area is via the lames provided for gasing the buses. That is to <br />say, that buses entering and leaving the property must pass the pump <br />
