HEA.1%iiiijea <br />Fnl,t its March 23, 1981 meeting the Council held a public hearing regarding"'-an ordinance <br />which would ban the use of newspaper tubes in the public right-of-wayS -The hearing con- <br />cluded in la referral of the matter to the Planning Commission and setting a public hearint <br />for t <br />Subsequently, the Planning Commission met on May 6, June 3. and July 1. 1981 -to discuss th4 <br />-matter, Newspapers were notified and attended each of the hearings, <br />At its July 1 , regular meeting, the Planning Commission, on a vote of 4 ayes and 3 nays, <br />recommended that the Council adopt an ordinance which would place certain restrictions on <br />the use of tubes. Following is the wording of the recommendation. <br />3.
