This motion provides: <br />Tubes, boxes, or recepticles intended to receive <br />the delivery of newspapers, advertising flyers, <br />etc. shall be prohibited, except under the fo 1- <br />lowing conditions <br />a, where the recepticle is attached to <br />home or garage by the property owner, <br />b, one recepticle with no printing or' <br />logo, either dark brown or colored to <br />match the mailbox with which it is placed, <br />may be positioned directly beneath a <br />mailbox placed on the right -of --way where <br />bath receptacle and mailbox use one post <br />will be allowed at the request of the home- <br />owner. <br />a temporary permit may be 'i s sued at the request of <br />the homeowner if it is deemed necessary to use el-then <br />more than one receptacle or if the receptacle must <br />be mounted on a separate post. <br />It is my understanding that the City of Rosevil le' s staff intend to <br />redraft this language slightly before the recommendation is made to <br />the Roseville City Council at their next meeting on July 13, 1981, <br />As you are aware, this office represents the St. Paul Dispatch Pioneer <br />Press. we are most disappointed in this proposal. In its present <br />farm, this proposed ordinance prohibits the placing of newspaper <br />receptacles near rural mailboxes unless the homeowner requests them, <br />if the homeowner goes further and deems it necessary to use either <br />more than one newspaper receptacle, or if the homeowner prefers the <br />receptacle to be mounted on a post separately from the mailbox, a <br />"temporary perm 't" must be obtained.
