This proposal, if adopted by the Roseville City Council, will substantially impede our client's ability to deliver newspapers to a substantial number of its Roseville subscribers. Furthermore, the requirement that an 'individual homeowner apply for temporary permits would seem to create additional burdensome paper- work for the Roseville Planning Commission and the City of Roseville 's staff This measure will serve only to delay delivery of our newspaper to our Roseville subscribers, We have indicated to the members of the planning commissio-n that we will be willing to attach neutral colored newspaper receptacles to mailbox stakes where rural mailboxe - s are currently utilized. It is, however, necessary that we.be all-owed to deliver our newspapers in a manner which we deem, in certain areas of Roseville, to be the only feasible and possible manner of delivery. This effectively means that certain areas must be delivered by newspaper receptacles, As this proposal presently stands, it is entirely unacceptable to our client. If this proposal is not substantially amended so as to allow our client to place newspaper tubes directly beneath the' mailbox on a rural mailbox stake or where there is no such rural mailbox, to install an earth-tone tube on a separate stake, we will have no choice but to litigate this matter.
