This proposal, if adopted by the Roseville <br />City Council, will substantially impede our client's ability to <br />deliver newspapers to a substantial number of its Roseville subscribers. <br />Furthermore, the requirement that an 'individual homeowner apply for <br />temporary permits would seem to create additional burdensome paper- <br />work for the Roseville Planning Commission and the City of Roseville 's <br />staff This measure will serve only to delay delivery of our newspaper <br />to our Roseville subscribers, <br />We have indicated to the members of the planning commissio-n that we will <br />be willing to attach neutral colored newspaper receptacles to mailbox <br />stakes where rural mailboxe - s are currently utilized. It is, however, <br />necessary that we.be all-owed to deliver our newspapers in a manner <br />which we deem, in certain areas of Roseville, to be the only feasible <br />and possible manner of delivery. This effectively means that certain <br />areas must be delivered by newspaper receptacles, <br />As this proposal presently stands, it is entirely unacceptable to our <br />client.
