N Wk _�o * <br />Aljy i <br />City of Roseville <br />ACTION REQUESTED: Amendment to Zoning Ordinance Controlling <br />Newspaner Tubes <br />The City's legal counsel, Peterson, Bell, and Converse, upon inquiry from <br />Mr. North, Assistant City Manager,, indicate that in their opinion, the City <br />would have a right to enact such legislation if they took care not to <br />"discriminate against or in favor of any particular newspaper or classifl- <br />cation of papers". On 11 March 1981, the City sent notices to the four newspapers serving <br />the Roseville area informing them of the 23 March hearing to be held by <br />the Council. A copy of that notice is attached. <br />Representatives of the newspapers appeared at the Council meeting and <br />voiced their concerns. A copy of the Roseville Sun Newspaper article <br />describing that meeting is attached for your information. It gives a <br />rather qood overview of the meeting results. The City Council also <br />recelved a lQtter dated 23 March 1981 from the Minneapolis Star-Tribune <br />indicating their opposition to the amendment and noting that: <br />"We are glad to cooperate and provide a flnxil-)le - resT)rinse with <br />respect to the placement zind type of tube.sz.. We have made <br />accommodations in the I-)aq.-,t with c)thir_r ccxnmunitles who had <br />similar concerns.
