December 1981
PLANNING REPORT
CASE NUMBER: 1350-81
APPLICANT: of Mexico. Inc,
LCOATI o : Southeast corner of Lexington and Roma
(see sketch)
ACTION REQUESTED: Approval o' f Special Use Permit to
Allow Patron Lancing
PLANNING CONSIDERATIONS:
l ;
On 11 February 1980 in response to of Mexico's request, the Council and
Planning Commission approved a Special Use Permit for live entertainment
at the of r Mexico Restaurant, This request specified that no patron
dancing would be permitted, The permit was then issued for live
entertainment, explicitly excluding patron dancing ,
2, The 01' Mexico people at this time propose to add a 150 square foot dance
floor in front of the existing bandstand located at the northwest corner
of the building. Attached is a drawing showing that portion of the
restaurant and the proposed location of the dance floor', The reason that
dancing and live entertainment are listed as a Special Use Permit in the
E -2 District is that traditionally in the past, particularly, the addition
of these functions was the principal, delineation between a restaurant and
a night club. It was therefore felt appropriate to list these functions
as Special Use Permits so that each proposal could be reviewed on its
merits taking into account the nature of the operation, its location, its
scale, etc. you will noted that the proposed dance floor is relatively
small in scale compared to the overall size of the 10unge and restaurant*
The space taken up by the dance floor, of course, occupies area that would
be otherwise occupied by seated patrons, and in this sense, perhaps the actual
capacity of the lounge and restaurant is reduced by adding the dance floor.
3. As you know, the principal problem we have had with the of ' Mexico has
been its phenominal success producing the need for parking capacity greater
than that allowed on the site on th d east side of Lexington Avenue. For
this reason, about two years ago the of Mexico people got a permit to
establish an additional parking lot on the west side of Lexington. Though
the parking of cars is not normally a permitted principal use on a'separate
lot, the permit was granted in this case because it is accessory to the use
on the east side (the site of the restaurant itself), It would appear from
recent experience that the addition of this parking capacity has
substantially solved the parking problem in the area.
