Formally Authorize a Temporary Inter -fund Loan between TIF Districts <br />At the request of Councilmember Pust regarding whether this action was based <br />on a change in law or practice, City Manager Malinen advised that it was a very <br />recent law change. <br />Pust moved, Johnson seconded, adoption of Resolution No. 10917 (Attachment <br />A) entitled, ""Resolution Approving the Terms of Up to a $500,000 Interfund <br />Loan in Connection with Tax Increment Financing (Economic Development() <br />District No. 19 (Applewood Pointe Senior Cooperative Housing Project). <br />Roll Call <br />Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br />Nays: None. <br />Pust moved, Johnson seconded, adoption of Resolution No. 10918 (Attachment <br />6) entitled, " "Resolution Approving the Terms of Up to a $6,000,000 Interfund <br />Loan in Connection with Tax Increment Financing District No. 17." <br />Roll Call <br />Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br />Nays: None. <br />S. Receive Public Comment on the Traffic Study and Discuss the County <br />Road C -2 Traffic Study <br />Given the large number in attendance for this issue, and the potential number <br />wishing to provide public comment, Mayor Roe reviewed the City Council's <br />ground rules for public comment, and thanked all of those attending to voice <br />their opinions. Mayor Roe advised that his natural bias was to make sure <br />everyone was allowed to speak, no matter what they had to say; however, in <br />the interest of time, he noted that the City Council Rules limited speakers to no <br />more than five (5) minutes per speaker to allow everyone to be heard. Mayor <br />Roe noted the suggestion of Councilmember Pust at a previous meeting that <br />speaker representatives for larger groups be chosen to address the City <br />Council to avoid repetition and to facilitate timely comments. Mayor Roe <br />advised that, for those representing a larger group, he may be more lenient in <br />the time limits; however, he asked speakers to be concise as possible in <br />respect to everyone's time. <br />Mayor Roe reviewed the public speaking process, sign -up sheet, and available <br />chairs for identifying speakers for the record. Mayor Roe advised that any <br />written materials submitted as part of their public comments, would be copied <br />and distributed to the City Council and public as available.
