Staff has the following recommendations: <br />• Since County Road C -2 is a MSA street, staff recommends that construction costs be <br />funded by MSA dollars. <br />• Construct Scenario I. the connection between Griggs Street and Dunlap Street. <br />• Construct Scenario 2 between Merrill Street and Griggs Street when County Road C -2 <br />between Hamline Avenue and Griggs Street is scheduled for major maintenance. Maj or <br />maintenance projects are driven by pavement condition. It is anticipate that this would be <br />in 2015. <br />If the City Council determines that the construction of the County Road C -2 connection should <br />not move forward, staff has the following recommendations: <br />• Preserve the ability to construct the connection in the future and not vacate the public <br />right- of- way. <br />• All way stop signs should be installed at Merrill Street and County Road C -2 to address <br />the sight line issues present at this intersection. <br />REQUESTED COUNCIL ACTION <br />Provide staff with a decision regarding the construction of the County Road C -2 connection. <br />Prepared by: Debra Bloom, City Engineer <br />Attachments A: Council meeting minutes- August 8, 2011 <br />Page 4 of 4 <br />
