Attachment C <br />aeon., <br />HOrn .C.5 fgr Genuation -5 <br />Sienna Green Project Review <br />Har Mar Apartments, now known as Sienna Green, were constructed in 1965. The property includes five <br />buildings with a total of 120 one bedroom units. Before Aeon acquired the property, it had the most police <br />calls of any property in the City of Roseville and was almost half vacant due to numerous deferred <br />maintenance issues. Many units were in poor condition or simply un- rentable. The over -sized asphalt parking <br />lot was crumbling, the site suffered from poor drainage, and much of the landscaping was unkempt. <br />However, the building structures were sound and now demonstrate that with careful planning, it can be more <br />cost - effective to renovate than demolish and construct new buildings. <br />In cooperation with the City of Roseville, a PUD was approved in June 2009 to significantly rehabilitate the <br />five buildings and address drainage, parking, and landscaping. The PUD also included a second phase for the <br />new 50 unit building. The Phase I rehabilitation project was completed in November 2010 and included the <br />following (see pictures in Attachment A): <br />• The interiors of all 120 units were rehabbed, environmental issues remediated (lead and asbestos), <br />and new kitchens and bathrooms installed; <br />• New landscaping was planted throughout the property, including 120 additional new trees; <br />• Parking was divided into smaller areas to incorporate landscaped islands and eliminate the one <br />monolithic asphalt lot; <br />• Drainage was significantly enhanced with new rain gardens and drainage basins; and, <br />• A new sidewalk was constructed along the frontage road, which will continue along Phase 2. Later <br />this summer, a new sidewalk will be constructed from Sienna Green to County Road B2 to provide <br />safe pedestrian access to the intersection. <br />Phase II provides 50 new units comprised of four one bedroom, 30 two bedroom, and 16 three bedroom <br />units. The two and three bedroom apartments provide additional affordable options for families with <br />children. The building will have underground parking, a community space for residents, tot lot playground, <br />and a leasing office. Aeon anticipates breaking ground on this project later this summer. <br />The Sienna Green project was made possible by creating an effective partnership between Aeon, the City of <br />Roseville, Ramsey County, and state and regional agencies. This project will enhance the long -term <br />desirability of the neighborhood. Sienna Green has become a sustainable model for revitalizing aged housing <br />stock while providing a mix of affordable and market rate units to increase the quality housing options <br />available to people of varying incomes, family types, ages, and abilities. <br />This development is consistent with Imagine Roseville's 2025 Plan to ensure the City has a diverse mix of <br />housing that meets community needs.
