<br />b. The Tax Increment Financing Plan will afford <br />maximum opportunity, consistent with the sound needs of <br />the City as a whole, for the development by private <br />enterprise as it will enable the renovation or clearance <br />of structurally substandard buildings and the <br />construction of new projects in the City, thereby <br />encouraging other development in the area. <br /> <br />c. The Tax Increment Financing Plan conforms to the <br />general plan for the development of the City as a whole <br />as it will result in the availability of needed land and <br />site improvements for redevelopment and such development <br />is compatible with the City's zoning ordinances and other <br />related regulations and encourages the provision and <br />redevelopment of buildings, streets, utilities or other <br />improvements as set forth in the City's Land Use/Compre- <br />hensive Plans. <br /> <br />d. Tax Increment Financing District No. 10 is a <br />redevelopment district pursuant to Minnesota Sta~utes, <br />Section 469.174, Subdivision 10(a) (i) for the reasons set <br />forth in Section E of the Tax Increment Financing Plan. <br /> <br />3. Tax Increment Financing District No. lO as described <br />in the Tax Increment Financing Plan is hereby established, and <br />the Tax Increment Financing Plan for Tax Increment Financing <br />District No. 10 is hereby approved and adopted and shall be <br />placed on file in the office of the City Manager. <br /> <br />4. The staff of the City, the City's advisors and legal <br />counsel are authorized and directed to proceed with the <br />implementation of the Tax Increment Financing Plan and for <br />this purpose to negotiate, draft, prepare and present to this <br />Council for its consideration all further plans, resolutions, <br />documents and contracts necessary for this purpose. <br /> <br />5. The City Manager is authorized and directed to file a <br />copy of the Tax Increment Financing Plan for Tax Increment <br />Financing District No. 10 as required by the Tax Increment <br />Financing Act. <br /> <br />6. The Auditor of Ramsey County is requested to certify <br />the original assessed value of Tax Increment Financing <br />District No. 10 as creased by this resolution as described in <br />the Tax Increment Financing Plan, and to certify in each year <br />thereafter the amount by which the original assessed value has <br />increased or decreased in accordance with the Act: and the <br />
