Roseville Human Rights Commission
November 16, 2011 - Draft Minutes
The Committee moved asking the City Council to recommend appointing two additional youth
commissioners to the Human Rights Commission. Motion prevailed unanimously.

Commissioner Groff moved and Commissioner Brisbois seconded motion to appoint Joan Dao and
Kayo Kadir to the Human Rights Commission for a term that expires August 31, 2012. Motion
prevailed unanimously.

Commissioner McKenzie said she looked for ideas to engage youth. She suggested reviewing the
information from Columbia Law School, which was emailed earlier, Advocates for Human Rights
and the Humphrey Institute.

Commissioners suggested involving the students not appointed to the commission to become
involved in the youth involvement task force, and once we develop a program we could be the ones
to share with other cities.

Commissioner Groff said he spoke with the Falcon Heights Human Rights Commission and they
are interested in a joint meeting with the Outreach Committee to discuss collaborative efforts. They
would include Shoreview HRC too.

Chair Grefenberg said he would like the LMHRC to hold training on how to hold a forum on a
controversial issue. Commissioner McKenzie said they planned to discuss at their next meeting, and
that OutFront Minnesota and the faith -based organizations have been working on how to present
information to the community. She said the LMHRC had to be careful to protect their nonprofit
status. They were involved in education and program planning and not lobbying.

Chair Grefenberg said he wanted to add an item to the agenda, attendance at the LMHRC' s annual
meeting. He said he wanted to attend the annual meeting, and vote on behalf of the Commission.
Commissioners asked who was speaking at the annual meeting, and Commissioner McKenzie said
she would notify others.

Financial Report

The Department of Human Rights is not having their annual meeting, so that possible cost will not
be expended, and the HRC could consider paying for attendance at the LMHRC annual meeting.

Chair Grefenberg noted that half of the 2011 budget has not been spent. He suggested increasing the
prizes given to the essay contest winners. He reviewed the amount given, $50 for first place, $30 for
second; $20 for third place and $10 for honorable mentions, and donations to the participating
schools. Chair Grefenberg suggested increasing to $75; $50; $30 and $15, noting that a City
Councilmember noted that this is the same amount given for many years.

Commissioners discussed the history and value of the prizes. They discussed whether to make cash
cards or a financial contribution to the schools rather than a gift card to a specific story.
Commissioners said it is important to acknowledge the work that the schools and teachers put into
the essay contest. Commissioners also discussed whether to offer better treats for the reception
recognizing the essay contest winners.
