HRA Meeting <br />Minutes – September 13, 2011 <br />Page 8 <br />1 <br />2 <br />Some of those Roseville-specific statistics addressed poverty levels; food stamp recipient <br />3 <br />needs; children in the healthcare system; eligibility for free/reduced school lunch programs; <br />4 <br />and comparisons with other northern suburbs and the state, including census information <br />5 <br />related to those tenants paying rent over 30% of their income; and short-term homelessness <br />6 <br />statistics. <br />7 <br />8 <br />Ms. Kelsey advised that staff would be sharing data with the School District as well as the <br />9 <br />HRA and City Council. <br />10 <br />11 <br />Ms. Kelsey addressed one issue being the very limited availability of long-term shelters for <br />12 <br />families, only allowing for a three (3) month stay before they were forced to leave and require <br />13 <br />qualifying again. Ms. Kelsey advised that there were currently no serviced addressing families <br />14 <br />with permanent homelessness issues, emphasized by social service providers and school <br />15 <br />districts. Ms. Kelsey advised that this was apparently not unique to Roseville, with the intern <br />16 <br />tracking differentials in Ramsey County and Hennepin County; and applying science to that <br />17 <br />research. Ms. Kelsey advised that the question remained whether or not intergenerational <br />18 <br />housing could stabilize or fix social welfare needs. Since identifying that housing <br />19 <br />displacement issue, Ms. Kelsey noted that no one had built anything of that nature; with <br />20 <br />housing provided to-date related to children permanently in the foster care program and <br />21 <br />attempting to stabilize their lives. Ms. Kelsey advised that those in the housing programs see <br />22 <br />this as a good move to stabilize those children’s lives and their ultimate family income in the <br />23 <br />future. <br />24 <br />25 <br />Ms. Kelsey advised that the formal report was anticipated in 2012 for the HRA and School <br />26 <br />District to understand the overall issues. <br />27 <br />28 <br />11.
