REQUEST FOR HRA ACTION <br />Date: 1-17-12 <br />Item No: 6.a. <br />Staff Approval: Agenda Section: <br />PT Consent <br />Item Description: Approval of annual contract renewals with the City of Roseville for <br />fiscal support, support staff, and Executive Director services for 2012 <br />Background <br />The HRA requires annual review and renewal of the contract between the HRA and City of <br />Roseville for the use of City services for fiscal agent and administrative support staff. <br />City Fiscal and Staff Services Contract: <br />The contract for the use of Roseville’s Finance Department to act as the HRA Fiscal Agent is 5% <br />of the total HRA administrative budget. For 2012, the HRA administrative budget is <br />$103,455.00 which includes the staff fees, memberships and subscriptions and training. The <br />fiscal fee based upon the contract would be $5,173.00 for 2012, which will be a prorated <br />quarterly transfer from the HRA Fund to the City’s General Fund. The contract dates and <br />amounts have been revised; however, all other items remain the same as 2011. <br />The costs for administrative support services include charges related to assistance with the <br />planning and operation of the Living Smarter Home and Garden Fair. The Community <br />Development Department employs a part time assistant position of which 416 hours annually is <br />dedicated to HRA duties. The annual contract amount for this service is estimated to be a <br />maximum of $8,828.00 and will be a prorated quarterly transfer from the HRA Fund to the City <br />Community Development Fund. <br />In addition to normal administrative services, the RHRA also has a Housing Program Manager. <br />Similar to the other support staff, the RHRA must enter into an agreement with the City to <br />authorize transfer of RHRA funds to the City of Roseville Community Development Fund to pay <br />for that position’s services. The costs for administrative support services provided by the <br />Housing Program Coordinator is a maximum of $64,000 annually which includes wages and <br />benefits based on 29 hours per week and will be a prorated quarterly transfer from the HRA <br />Fund to the City Community Development Fund. <br />Finally, the Roseville Community Development Director serves as the RHRA Executive <br />Director. The RHRA Executive Director provides day-to-day management of the HRA actions, <br />programs, budget and activities with guidance from the RHRA Board. It has been determined <br />that 15% percent of the Community Development Director’s time is spent on RHRA matters. <br />Accordingly, the 2011 RHRA budget has allocated $20,551.00 to pay for the RHRA Executive <br />Director’s services to the City Community Development Fund.
