I <br />Use of Alcoholic Beverages in City Parks <br />Earlier thi's year, the Council instructed the staff to research the use <br />of alcoholic beverages in City parks and possible ordinances further <br />restricting their use. <br />.f% <br />%.urrently, City Code 89,030(7) states, with regard to certain prohibiteft" <br />4 <br />zctivities in parks,, thatO <br />"No person shall possess, display, consume or use intoxicating <br />I iquors. No person-shall possess, display, consume or use non- <br />intoxicating malt liquors except in designated picnic areas." <br />This ordinance, as with other similar type ordinances, has been enforced <br />on a complaint basis for the most part, In addition, the Reserve Police <br />reqularly patrol parks and attempt to be in the area during ball games ani <br />other scheduled events. Enforcement does tend to be more reactive than <br />proactive, however. <br />A survey of metropolitan communities shows that most have virtually identica'% <br />ordinances to that of Roseville. The major exceptions occur in two areas. <br />First, some cities specifically designate who may issue permits to consume <br />nonalcoholic beverages, In one case, the Council is designated; in others, <br />it is usually the Park Director., Written permits are usually specifically <br />required. <br />M� <br />
