P-89-03 -- Including all that property abutting Lydia Avenue from Fairview Avenue to Snelling Avenue by the installation of bituminous paving, concrete curb and gutter, and necessary appurtenances; and ST-89-09 -- Including all that property abutting and bounded by Lydia Avenue on the north, Maple Lane on the south, Fairview Avenue on the west, and County Ditch 4 on the east by the installation of storm sewer; and P-89-04 -- Including all that property abutting Walnut Street from Rose Place to Highcrest Road by installation of bituminous paving, concrete curb and gutter, and necessary appurtenances. 2. The Public Works Director was also directed to include in the report the estimated cost of the proposed improvements and as to whether such improvements should best be made as proposed or in connection with some other improvement. The preliminary report and cost estimates have been submitted and considered by the Council and are hereby approved and directed to be placed on file in the office of the City Manager. The improvements proposed to be made in the general manner set forth in the report are designated as listed above. 3. The Council shall meet at the City Hall, 2660 civic Center Drive, in said City, on January 31, 1989, at 7:30 o'clock p.m. for the purpose of holding public hearings on the proposed improvements under and pursuant to the provisions of Minnesota Statutes, Chapter 429, and the Manager is hereby authorized and directed to cause notice of the time, place, and purpose of that meeting to be published twice in the official newspaper, Roseville Review, which publications shall be a week apart, and the second publication shall be not less than three days before the date of the hearing. 4. The notice shall be in substantially the following form: 5. The general nature, estimated cost and area proposed to be assessed for Improvement Nos. P-89-02 Neighborhood No.5, P-89-02 Neighborhood No.7, ST-89-15, P-89-02 Neighborhood No.8, P-89-03, ST-89-09, and P-89-04 are determined to be as stated in the foregoing notices, as fully as though the same were separately set forth and resolved herein. The motion for the adoption of the foregoing resolution was duly seconded by Councilperson Cushman and upon vote being taken thereon, the following voted in favor thereof: Matson, Cushman, Johnson, Kehr, and Rog. and the following voted against the same: None. whereupon said resolution was declared duly passed and adopted.
