<br />EXTRACT OF MINUTES OF MEETING OF THE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />Council of the city of Roseville, County of Ramsey, Minnesota, was duly <br />held in the city Hall at 2660 civic Center Drive, Roseville, Minnesota, <br />on Thursday, the sixteenth day of March, 1989, at 7:30 o'clock p.m. <br /> <br />The following members were present: Kehr, Matson, Johnson, Cushman, <br />and Rog, <br /> <br />and the following were absent: None. <br /> <br />Member Matson <br />adoption: <br /> <br />introduced the following resolution and moved its <br /> <br />RESOLUTION NO. <br /> <br />8426 <br /> <br />RESOLUTION RELATING TO FUNDING FOR STREET <br />CONSTRUCTION IN MINNESOTA <br /> <br />WHEREAS, the street and highway system in Minnesota is deteriorating at <br />a rate faster than the financial ability of cities and counties to <br />maintain and rebuild the roadway system; and <br /> <br />WHEREAS, transportation funding is a high priority issue 1989; and <br /> <br />WHEREAS, it is appropriate to use road user funds for major street and <br />road construction rather than using property taxes; and <br /> <br />WHEREAS, county and city government highway and street plans are <br />predicated on using proceeds from the Motor Vehicle Excise Tax (MVET) to <br />fund road construction and maintenance; and <br /> <br />WHEREAS, if this source of funding is not available, many county and <br />city plans will be cut back or not completed; and <br /> <br />WHEREAS, the percent of local participation in the construction and <br />reconstruction of state owned highways is increasing; <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council of the city of <br />Roseville as follows: That the 1989 session of the legislature provide <br />for the transfer of 100% of the Motor Vehicle Excise Tax (MVET) to the <br />road user fund to provide a stable source of adequate funding for the <br />construction and maintenance of streets and highways in the State of <br />Minnesota. <br />
