that the bids will be received by the city Manager and the city Public Works Director until 10:30 o'clock a.m. on April 14, 1989, at which time they will be publicly opened in the city Hall by the city Manager and City Public Works Director, will then be tabulated, and will subsequently be considered by the council; and that no bids will be considered unless sealed and filed with the Manager and accompanied by a cash deposit, certified check or bid bond payable to the Manager for ten percent of the amount of such bid. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Cushman and upon vote being taken thereon, the following voted in favor thereof: Kehr, Matson, Johnson, Cushman, and Rag, and the following voted against: None. Whereupon said resolution was declared duly passed and adopted.
