Regular City Council Meeting <br /> Monday,January 09,2012 <br /> Page 12 <br /> with specific provisions related to the uncertainty of funding sources, and provi- <br /> sion for the City to get out of the contract if necessary. <br /> City Manager Malinen advised that past training included the design firm for the <br /> geothermal system, as well as the City Attorney's office at that time, both of <br /> whom had paid for that training at their own cost. In hopes that MnDOT was get- <br /> ting closer to use of BVPM and future MSA projects, City Manager Malinen <br /> sought assurance that the license was not limited to parks and recreation projects. <br /> Mr. Brokke assured all that discussions with ASU indicated that the license would <br /> be in the name of the City of Roseville, not only the Parks and Recreation De- <br /> partment. <br /> Councilmember McGehee expressed her preference to separate these two things, <br /> based on her past experience with BVP; noting that part of this process was edu- <br /> cational over the next four years; and also included the license fee. Councilmem- <br /> ber McGehee sought assurance that training would be available across all depart- <br /> ments, but also that those trained would be able to address overall city needs, <br /> whether in their realm of expertise or not. <br /> Mr. Evenson advised that, in the scope of training, ASU would assist the City <br /> throughout the RFP process, their term for that portion of the educational pro- <br /> posal; in addition to the practical application in doing the RFP; allowing for the <br /> most transparent process possible. Mr. Evenson noted that those three certified <br /> trainers would then provide in-house training for other City staff. <br /> Mayor Roe, noting the different types of contracts in the City, clarified the pro- <br /> cesses used for low bidding, professional services under City policy and called <br /> "Best Overall Value Process" by the City and city-specific; and larger contracts <br /> that would fall under the BVPM process. <br /> Councilmember Johnson suggested this may serve as a basis for future additional <br /> policy discussions as suggested by Councilmember McGehee. <br /> Councilmember McGehee reiterated her preference to break the request down into <br /> two parts and not tied to implementation of the parks and recreation portion; opin- <br /> ing that there may be indications of a manpower shortage. <br /> Mayor Roe opined that, since ASU was an educational institution, they most like- <br /> ly would anticipate the need for on-the-job training. <br /> Councilmember Johnson noted the role of ASU in supporting this project as op- <br /> posed to future City projects once the City had learning experiences throughout <br /> this project. <br />
