Regular City Council Meeting <br /> Monday,January 09,2012 <br /> Page 15 <br /> Councilmember Pust opined that the meeting be condensed to one rather than two <br /> meetings, to ensure greater efficiencies. <br /> Councilmember McGehee opined that the meetings remain in two parts: one for <br /> strategic planning and one to develop a work plan. <br /> Mayor Roe noted that both meetings were proposed to be three hours or less. <br /> Johnson moved, McGehee seconded, authorizing staff to set a special meeting for <br /> January 30, 2012 for strategic planning; and if necessary to set aside February 6, <br /> 2012 for a continuation of that meeting, if deemed necessary by the City Council <br /> at the January 30th meeting. <br /> Roll Call <br /> Ayes: Pust; Willmus; Johnson; McGehee; and Roe. <br /> Nays: None. <br /> d. Receive the City Manager Evaluation Report <br /> Mayor Roe briefly reviewed the City Council's annual performance evaluation of <br /> City Manager Malinen in Closed Executive Session on December 5, 2011 and <br /> continued into December 12, 2011. Mayor Roe advised that the evaluation was <br /> done using a modified 360 degree evaluation using input from Councilmembers, <br /> City staff and members of the community with whom City Manager Malinen in- <br /> teracted. Mayor Roe advised that the review of and results of the evaluation pro- <br /> cess provided for a good discussion, with the end result determining that City <br /> Manager Malinen's performance was satisfactory; and as a result merited his final <br /> salary step increase for 2012. Mayor Roe noted that this brought Mr. Malinen to <br /> the end of the step process, with future salary considerations based on those of <br /> other City employees. Mayor Roe thanked City Manager Malinen for his service; <br /> and expressed his interest in another year of working together, followed by anoth- <br /> er evaluation at that time. <br /> 14. City Manager Future Agenda Review <br /> City Manager Malinen reviewed upcoming agenda items. <br /> As previously requested by Councilmember McGehee, Mayor Roe noted future discus- <br /> sions were for the purpose of a discussion on whether to enact certain financial policies <br /> as ordinance; and if so, what those ordinances may look like. <br /> 15. Councilmember-Initiated Items for Future Meetings <br /> Councilmember McGehee questioned the procedure to receive additional information on <br /> pending litigation and its current standing in the court system. Councilmember McGehee <br /> noted that the City Council had never had discussions on hiring legal counsel and a poli- <br /> cy for that hiring for this case. <br />
