Regular City Council Meeting <br /> Monday,January 09, 2012 <br /> Page 14 <br /> At the request of Councilmember McGee, Mayor Roe advised that City Council <br /> policies remained in place until changed. <br /> Discuss ensued regarding language of Section 5.d (Attachment A) for signs dis- <br /> played during meetings; with consensus being and supported by City Attorney <br /> Gaughan that current language was sufficient unless a future problem was en- <br /> countered at which time it could be addressed. <br /> Mayor Roe questioned if there was any benefit in publically posting a code of <br /> conduct or rules of decorum for public information. <br /> Councilmember McGehee suggested that the handout provided by Mayor Roe be <br /> included in training or packet materials for Commission Chairpersons; with <br /> Councilmembers and Mayor Roe concurring. <br /> b. Discussion of City Council Liaisons <br /> A bench handout, attached hereto and made a part hereof, provided an updated list <br /> of current memberships; with Mayor Roe briefly reviewing those memberships. <br /> Councilmember McGehee expressed her interest in use of task forces; and ques- <br /> tioned the need to confine Councilmembers to two in order not to violate Open <br /> Meeting Laws. <br /> City Attorney Gaughan and Mayor Roe noted that any more than two Coun- <br /> cilmembers consisted of a quorum and became a public meeting requiring formal <br /> notice and availability for the public to attend. <br /> Mayor Roe noted the need to have further discussion on those on the City Manag- <br /> er Review Task Force in the future; and since Councilmember Johnson advised <br /> that he was removing himself from that task force at this time; Mayor Roe advised <br /> that he, as mayor, and Councilmember McGehee would serve in that role. <br /> c. Discussion of Special Meetings for Strategic Planning <br /> City Manager Malinen suggested a future meeting to discuss the 2013 cycle for <br /> decision-making, since the 2013 preliminary budget was already in place as part <br /> of the biennial budget process. However, Mr. Malinen noted the need for identi- <br /> fying items affected by resources. Mr. Malinen suggested those strategic plan- <br /> ning discussions for several Mondays without scheduled meetings of the City <br /> Council. <br /> At the request of Mayor Roe, City Manager Malinen clarified that the format <br /> would be similar to that used for last year's strategic planning meetings; including <br /> both strategic and long-range planning. <br />
