2 June 1952 <br />PLANNING REPORT <br />CASE NUMBER. <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED <br />PLANNING CONSIDERATIONS: <br />1367-82 <br />Mueller -Biel Funeral Home <br />Southeast Corner of County B and Dale <br />Street <br />Approval of Special Use Permit for a <br />Funeral Home <br />1; The property in question is a 1 *2 acre site, of which the northerly 175 <br />f eet is zoned 13-3 a General Business . The southerly portion is zoned R- 2 � <br />Two Family Residential District, Some of you will recall that the B -3 <br />zoned property on the north (right at the southeast corner of B and Dale) <br />was rezoned perhaps six or seven years ago for a Schroeder Dairy Stare <br />The corner site by itself, however, is difficult to develop because of the <br />presence of the main trunk sewer line serving most of Roseville passing <br />through the site, construction above this line is complicated because of <br />the need to reinforce the soil conditions above the line to prevent collapse. <br />The southerly portion of the site is zoned R -2, and was recently the subject <br />of a proposed lot division, which was approved by the City, but not effectuated. <br />2. The Mueller -Biel Funeral Home people, as you ]snow, purchased the old church <br />site north of Minnesota Street (easterly of Dale Street) and with Planning <br />ommission and Council approval converted the church to funeral hone <br />purposes, It was at that time that the funeral was added to the <br />special uses in the R -1 District, thus allowing that conversion without <br />rezoning the land to a commercial zone <br />3. In accordance with a letter submitted by A. W. Bies, the status of that <br />operation is as follows: <br />"Our current location of our Roseville chapel at 4 75 Minnesota <br />Avenue has run into a major problem. when the State of Minnesota <br />changed the entrance and exit ramps at Dale Street and Highway 36, <br />they eliminated the access to Minnesota Avenue from Dale Street, <br />By restricting Minnesota Avenue to a one -way street at that point, <br />it has severely limited the access to our current site. we have <br />received many comments to the effect that It is too difficult <br />for the public to gain access to our building without going well <br />out of the way. we now feel we mast relocated our facilities <br />becaase a primary requirement of our business is to have ease of <br />access for the public." <br />
