In other words, additional parking <br />to be constructed on each school site would require a special use <br />permit, <br />3. The City of Bloomington has perhaps had the most experience in the re�use <br />of redundant school facilities. In that Community, they make all uses <br />in a public school "conditional uses" which require, a conditional use <br />Permit (the same as a special use permit) . <br />We feel this would result in excessive administrative efforts, public <br />hearings, and delay in the reasonable use of the school facilities. The <br />intent in the Ordinance as proposed for Roseville would hopefully minimize <br />the bureaucracyp leaving the School Board frep i to use the buildings within <br />, � q <br />reasonable limts, and yet provide protection f roTn possible over-use of <br />the buildings and qrounds. <br />
