-2- <br />more farsighted approach to dealing with the situation to help overcome the <br />following problems in the current method. <br />Most areas will be disturbed several times by the streets being <br />reconstructed on a block-by-block basis, <br />2) By doing one block at a time there is no opportunity to achieve <br />any "savings of scale" in construction constracts, engineering o <br />hearing expense. I <br />3) The area will not have a "f$nished" look because some streets will <br />still be curbless. with a roadmix pavement while others will have <br />concrete curbs with uniform pavement widths and grades. <br />The new reconnended process would be as follows for all projects re"ceived afte <br />the adoption of the new policy: i <br />A) Advise an interested petitioner not only of the routine steps, but- <br />of any sidelot streets to be done and the description of the street <br />reconstruction sub-area he is in. <br />When a petition is turned in, mail information to the other property <br />owners in the sub-area to advise them of the petition and the feasi- <br />bility study that i's about to begin. If they are interested in having <br />their street added to the study, they will be requested to contact the <br />engineering department to obtain additional information. <br />C) They would then have a short time from -the date the Council acted on <br />the original petition (not more than 31 days) to circulate, return and <br />have the Council act on their petition. <br />1) The staff would recommend to the Council the scope of the feasibility <br />study to be undertaken, based on the input from the sub-area. <br />The Council would order the study to be done with data prepared for each <br />petitioned area individually and the combination of streets ordered for <br />study as a whole. <br />F') A public hearing would be held at one time for all the streets includeg <br />in the feasibility study and those ultimately approved would normally <br />be combined into a single project. <br />
