June 1982
PLANNING REPORT
CASE NUMBER:
APPLICANT:
LOCATION:
ACTION REQUESTED:
PLANNING CONSIDERATIONS:
1370 --8
DaviO Vice - (Laverne Corporation)
5 ®,
south of County Road D, Westerly of old
Highway 8
Approval of Preliminary Plat
Special Use Permit for Planned Unit Development
1. The property in question consists of 4.3 acres, contiguous to and south of
County Road D, and is zoned R-- 6 , Townhouse Di s tri ic t . Mr. F i c ek proposes to
construct 33 townhouse units, which in accordance with the R-6 Zone require
a minimum of 4,Ooo square feet per unit* The land as it has 187 -1308 square
feet producing a density of 5,676 sguar a feet per uni t ft The proposal thus
meets and exceeds the density requirements.
2. Attached is a letter from the applicant and reduced copies of the Site
Plan, Utilities and Grading Plans :, Landscape Plan, and plans for the
structures,
We have reviewed revised plans with the applicant over a period of time,
coordinating the grading plan meeting the Rice Creek Watershed requirements
with the location of the structuries, and access drives. It would appear
to us and the City Engineering Staff that the proposed design fits the
property well, and provides attractive site conditions for the 33 units
proposed,
3. The basic unit footprint is 24 feet by 46 feet with approximately 1, 100
square footage in living space, two bedrooms, and a double garage,
According to the applicant's letter, they are intended to sell in the
$ 7 5, oO o range, The lower level o f- the l un it s 'is constructed of brick,
with diagonal cedar siding above and asphalt shingles. As a Planned Unit
Development, the size of the units, exterior materials, the site and
landscape plans are all an integral part of the PUD submission. Thus,
the PUD if approved should be approved on the condition that the development
is constructed in accordance with plans submitted.
4. There may be a problem with respect to the dedication of right-of-way on
County Road D. This road is designated by the County as rewiring loo feet
of right -of-way. Existing property luxe is 33 feet from the center (a
normal two rod public right -of -way on either side of the center line
producing a 66 foot county roadway). Thus, there should be an additional
17 feet of right -of -way dedicated, whereas the plans indicate an additions
seven (7) feet. Also, the plans indicate a five foot asphalt walkway,
