4 August 1982 <br />PLANNING REPORT <br />g8 <br />8 <br />CASE NUMBER: 1386 -82 <br />APPLICANT: NCR Comten, Inc. <br />LOCATION: <br />North of Ei sti rig cmten Building <br />(Ralph Reeder school site) <br />ACTION REQUESTED: Rezoning from R -1 to B -1 <br />PLANNING CONSIDERATIONS: <br />1, you are all farmillar with the chain of events leading to this proposal. <br />Comten is a local computer operation recently acquired by the National. <br />Cash Register company with its headquarters in Roseville. The company <br />has been in Roseville for many years, and has recently, as. you will <br />recall, constructed a new headquarters facility in the northeasterly area <br />of the old base give -In Theatre site, School District 621 (bounds view) <br />has closed the Ralph Reeder school and put the property up for sale.:. The <br />property being contiguous to the Comten headquarters site, has been <br />purchased by Comten for the purpose of conducting a training center in the <br />existing structure. <br />2, you will recall that as a part of comten's expansion program, they <br />originally intended to construct a new training center in the southerly <br />portion of their site at the northwest corner of County Road c and Rascal <br />Avenue. The company has concluded that the existing Ralph Reeder school <br />will serve very well as their new training center without addition to the <br />structures or substantial alteration to the interior. <br />3. The company proposes to extend an access road to the property from their <br />existing facilities at the southwest corner of the Ralph Reeder property. <br />Attached is a copy of a drawing indicating the proposed location of this <br />access roadway to the existing parking area. The company estimates that the <br />existing parking facilities will be adequate for their use inasmuch as many <br />of the trainees are shuttled from surrounding hotels,,. principally from the <br />new Super 8 Motel where Comten has leased a substantial number of rooms on <br />a yearly basis. - <br />The Ralph Reeder school has always had the problem of a single access to <br />the site off Arona Avenue. This access road carried all traffic to and from <br />the site through a residential area to the north. The Comten people <br />propose to dose this access road keeping it open only for emergency <br />vehicles. An appropriate device will be decided upon to accomplish this <br />purpose; <br />4. We have met with the neighbors occupying the homes directly to the north <br />who are in favor of the Comten utilization of this property, They expressed <br />their confidence in the company's abil.ity and desire to maintain the <br />
