I September 1982 <br />PL ANN INN REPORT <br />CASE NUM$ERV <br />APPLICANT: <br />LOCATION: <br />1388 -82 <br />The Pet Connection, Inc* <br />South of Dionne Street t Westerly of <br />Lexington Avenue (Lexington Plaza Shopping <br />Center) <br />ACTION REQUESTED: Approval of Special Use Permit <br />PLANNING CONSIDERATIONS: <br />�. The property in question is a 21400 square foot space in the Lexington Plaza <br />Shopping center which is proposed to he occupied as a pet store by the <br />applicant. A pet store is listed as a Special Use in the $ -2 District <br />which this property is zoned; <br />2. A pet store is listed as a Special Use inasmuch as over the past years on <br />occassion there have been problems with the location of pet stores, <br />Particularly when contiguous to residential areas, In most cases today <br />a typical pet store operation does net constitute a significant problem if <br />no outside kennels or dog runs are included. Cc ca s s ional ly r however, a <br />contiguous store operator may object if there is considerable emphasis on <br />the sale of dogs. It is not uncommon today, however, for such pet stores <br />to be located in shopping centers around the country. <br />3. In this case, It would be, appropriate to question the applicant regarding <br />the nature of the proposed store, in particular the extent to which dogs <br />will be sold and haw they will be handled, If the Planning Commission and <br />Council are satisfied that this stare will not present a problem to <br />contiguous shop owners or contiguous property owners, a positive consideration <br />may result. <br />4. on this agenda we have another request to consider pet stares as a Permitted <br />Use in the B--2 District* That proposal involves the proposed location of <br />a bird store in the Hamline Shopping Center. The solution here may be <br />one of adding bird stores and fish stores as a Permitted Use in the H -2 <br />District, As you all know, such sloops are now common in the Metropolitan <br />Area and appear not to represent any significant impe€iiment or liability <br />to contiguous shops or land. owners; <br />5. If the commission and Council elect to put pet stores as a Permitted Use <br />in the E -2 District, the proposal for a Special Use Permit for this <br />application becomes moot in the future. <br />6. The application for a Special Use Permit with respect to the Lexington Plaza <br />Shopping center has an additional implication relating to the dedication of <br />
