CASE NUMBER: 1384-82 <br />APPLICANT: School District 623 Page <br />berms, landscaping, and /or fences would be expensive and would <br />impair the aesthetic quality of the buildings themselves and <br />have impact on the single family development across County Road <br />B. Certainly, the large lawn area in front of the building as <br />now exists is an attractive feature of this site, and is worth <br />retaining if possible. <br />b. 'Easterly of Prior Avenue <br />This was the first location suggested by the School District and <br />would likely be the cheapest solution. We strongly suggested <br />that this was not the best location inasmuch as it would have <br />an adverse impact on the single family hones due to the additional <br />traffic off Prior Avenue . <br />Of the three locations, it would appear that this site would have <br />the most adverse impact upon contiguous single family homes. The <br />whole purpose of having control over expanded parking facilities <br />for school buildings used as a community center is to prevent <br />such adverse impact if possible. <br />c. South, of the Gymnasium Building <br />This location would appear to have the least impact on contiguous <br />single fancily development, though it has the disadvantage of <br />requiring a long driveway on the east side of the gymnasium. <br />This driveway location has an advantage, however, inasmuch as <br />it is accessible from the existing main entrance off County Road <br />B. This driveway also has an advantage inasmuch as a gate or <br />chain can be placed across the entrance to the driveway and there- <br />by locked and secured to prevent cars from entering the new park <br />facility after hours of use. The School District has indicated <br />that they would construct such a device for this purpose. <br />4. It appeared that touch of the concern of the citizens in the area living <br />south and west of the school property relates to the accessibility of the <br />playfield grounds by automobiles late at night. This problem is really <br />unrelated to the proposed parking lot facility inasmuch as if the gate <br />is locked to the new facility, access cannot be gained from the new <br />entrance driveway and parking lot. The School District may wish to consider <br />methods of keeping cars off of the playfields through the construction <br />of berms or other devices to prevent vehicular access along Fairview Avenue <br />or the cul -de -sac at the southeast corner of the site (Skillman Avenue) . <br />With respect to the Skillman Avenue cul -de -sac this becomes more difficult <br />inasmuch as access can be gained to the playfields by driving across the <br />open space south of the Corpus Christ.
