The ordinance is highly technical, and it is assumed to be <br />adequately drafted by persons possessing the necessary expertise. <br />Federal legislation which proposes to de-regulate cable television is under <br />consideration by Congress. The thrust of the legislation is to pre-empt state <br />and local control of cable television.
