6 October 1982 PLANNING REPORT CASE NUMBER: APPLICANT: LOCATION . 1403 -8 City of Roseville Tax Increment District ACTION REQUESTED: Determination of Compatibility with Comprehensive Plan PLANNING CONSIDERATIONS: l . A copy of the Tax Increment Financing Plan for the City of Roseville will be delivered to you under separate cover, The objective of the Tax Increment Flan is to enhance the development and redevelopment potential of certain areas of the City so as to more efficiently utilize the land, create conditions for greater development value, and enhance the overall develop- ment., potential and image of the City, 2. These objectives will be carried out by the construction of certain public improvements and the construction of a new bridge connecting County Road D -2 westerly to Terminal Road. Portions of the cost of the public improvements will be borne by the Tax Increment District, assessments, Municipal State Aid (MSA) Funds, and a debt service levy. Anticipated tax increment amounts, funding needs, and extended debt service analysis are outlined in the report. It appears that with reasonable d.evelopinent potential, the objectives outlined in the Tax Increment District can be achieved and adequate funding will be secured from the sources mentioned above and detailed in the report. 3. one of the requirements of establishing the Tax Increment District is that the Planning Commission make a determination that the Tax Increment Plan _ _ ._ cgmpat&ble with. the, Z- Omprehensive Plan _ tl e _ - this T., _ Increment District, it involves a determination in~ two areas* -one of these � � +- J is the land use and development proposals west of Interstate 3 5W, and the other a change in land use north of Rosedale, easterly of Fairview Avenue 4, with respect to the areas west of I --35W, as you will recall and as indicated on the Comprehensive plan, the industrial lands were proposed to be developed and redeveloped for business Purposes, You are all familiar with this area and the fact that the City has established a new B -4 Business District and has zoned the property accordingly. The Comprehensive Plan indicates also the extension of a new bridge across I -35W extending County Road B -2 to Terminal Road. The plan also indicates an extension of Long Lake Road, southerly to the service road north of Trunk Highway 36, thus the basic public improvements proposed for this area were a part of the Comprehensive Flan as adopted in 1980.
