CASE NUMBER: 1403 -82
APPLICANT: City of Roseville
6 October 1952 Page 2
5. With respect to the area north of Rosedale, the Planning Commission and
Council had left the Comprehensive Plan indicating this area as Residential;
This was due to the uncertainty of the future of this area at that time.
Since that time, however, there has been active.pursuance of a proposal
to redevelop the land for a "high end ** shopping area similar to the Calleria
near Sout hdal e , and the Bo naventure near Ridg edal e . In fact, the same
developer of those exclusive shopping areas is the developer proposing the
one north of Rosedale
6, In order for the Planning Commission to mare a determination that the Tarr
Increment Plan is compatible with the Comprehensive Plan, it will be
necessary to amend the Comprehensive Plan for thA t area north of Rosedale
from Residence to Business. This amendment has already passed through the
Metropolitan Council who have determined that there is no regional
significance and have thus signed off for a consideration on the part of
the Metropolitan Council. The effect of changing the Comprehensive Plan
simply makes it allowable to rezone the land in the future, It does not
affect the current zoning of the land. In other words, in the event that
it was decided to develop the land for residential purposes this could be
done without an amendment to the Comprehensive Plan or rezoning the land. ,
As noted, however, before the land c out. d be rezoned and developed for
business purposes, an amendment to the Comprehensive Plan would be necessary
first in taxis case
7. It is important that the citizens be aware of the distinction between a
change in plan and rezoning, his noted, the land use will not actually change
until such time as a specific development plan is proposed and a rezoning is
accomplished. If that is not done, the land can be developed as zoned for
single family purposes if for some reason that is the ultimate choice.
86 A copy of a resolution that may be adopted by the Planning
Commission to accomplish the change in the land use plan, and determine
-,_fie= co rip bilit -- f t i =
Tax.,- Increment Plan - 'lt -s p to
Comprehensive Plan will be available for your {review at Wednesday's
meeting.
