The City Council approved a Special Use Permit to Mrs, Patricia Lindahl for 'the operation of a "one operator beauty parlor" at 323 Grandview Avenue Westy Roseville, on 15 October 1979. The Special Use Permit was issued with the following .condition s: -a. That the operation the beauty shop be limited to two (2) days per week,, eight (8) hours per day, b, That tie .Special Use Permit expire 15 October 1982. C, That no signs be permitted on the property, 2. You will recall, that about a year prior to that date, the Planning Commission And Council had revised the Zoning Code so as to allow a single operator beauty shop as a Special Use Permit in the residential districts. 3, Supporting her application for the Special Use Permit, Mrs. Lindahl submitted the following statement: "My plans are to set up a one-operator beauty shop in my basement, The square footage of the shop will be 11 feet by 13 feet. It will contain two dryers, one . 9hampoo.bowl, and one station with a mirror. I w.ill.be working alone on a part- time basis on Thursday and Fri-day. My hours will be Thursday, 12-8 and Friday, 8-5. There will be no signs posted and parking will be in my driveway. I would like to set up this shop so I can be at home with my children. I feel they need me more now at the ages they are - any daughter will start Junior High in the fall and my son is going into the fourth grade, I feel I need to be home when they come home from school," 4, At the time of her initial application, Mrs. Lindahl submitted a petition signed by approximately one dozen neighbors in support of her proposal,, N
